An 11-member delegation from the Telangana State Non-Resident Indian Advisory Committee (NRIAC) toured the Philippines from 17 to 21 August 2026 to study the country's migration and labour policies for overseas workers. The delegation included two members of the Telangana state legislature, Government Whip Adi Srinivas and Nizamabad Rural MLA R. Bhupathi Reddy, as well as M. Bheem (B.M.) Reddy, NRIAC Vice-Chairman and representative of the trade union Pravasi Mitra Labour Union (PMLU).

The visit aimed to learn from the Philippine experience, regarded as one of the more established migration governance models globally, particularly its welfare programmes, institutional systems, labour attachés, pre-departure orientation, and skilling schemes, and to draw lessons on bilateral labour agreements. The delegation intends to use these insights to help develop a Telangana Gulf NRI policy and a welfare board for the state's roughly 1.5 million workers employed in the Gulf and other West Asian countries.

As part of the itinerary, which also included the Indian Embassy in Manila, the Commission on Overseas Filipinos, and the Department of Migrant Workers, the delegation held a session with the Building and Wood Workers International (BWI) on its labour migration programme and its work organising the labour migration corridor. PMLU's counterpart organisation within this corridor is the Telangana Gulf Samiti (TGS), which organises Telangana State workers in Qatar.

The session was attended by Marlon Quesada (BWI GOA), Bimal Subedi (BWI Qatar), Shankar Goud (Chairperson, TGS-Qatar), and Dan Laserna (Federation of Free Workers and National Anti-Poverty Commission), alongside B.M. Reddy of PMLU.
